There was little support from cluster managers atCfBT United Arab Emiratesin that no one wanted to 'complain' out of fear of losing their jobs. Even school-team supervisors commented that they felt that they could not discuss issues with certain team members or with their supervisors (cluster managers) because they were afraid of being blamed for not being effective leaders....

Some of the supervisors for specific areas (such as EAL)at CfBT United Arab Emirateswere incompetent on every level except for being friends with higher ranking supervisors (hence, keeping their jobs). There was little consistency with school-wide or district-wide English assessmentsat CfBT United Arab Emiratesas each school team was told to develop their own assessments "to show improvement with the teachers' levels of English". Yet even those people who showed that their efforts had promoted high levels of accomplishment were left without contracts at the end of the year or were fired mid-way, while others who outright admitted that they didn't even actually do assessments ("I just give them a score.") were given contracts.
